Assuming you're talking about the R56, the Pepper pack includes manual air conditioning on both the One and the Cooper/Dooper.

If you use the "Design your MINI" feature on the UK MINI web site, you'll be able to see all the other bits you get in the Pepper pack.

I can answer that one! At that vintage you will definitely have to look for aircon in addition to the Pepper Pack.
