ok go to the top of the page underneath the minis there is a tab with classified, click that. opens another page and in the top right hand corner says place ad

You don't have to be a memeber but you do have to post a certain amount (not sure) before it will let you. Looking at your post count, I would think it shouldn't be a problem. On the classified main screen you should see a "place an ad" link in the upper left hand side. Is that not there?
