I have diagnosed my 2004 Mini cooper S's problem with the locks as a faulty body control module/computer. I am told now i cant buy a used one and have to buy new and it must be reprogrammed at the dealer. Is this correct????

Yes a new BCM must be programmed at dealer, or you can buy used if you swap other electronic modules (such as keys/ECU/engine imobilliser-EWS/etc) which need to be a coded match, all taken from the donor Mini as a complete package.
