Question Fault code 4560

Just after its free service at Williams, I put my foot down and the engine management light came on, I turned the engine off then back on, and all was fine, this happened every now and then when I accelerated.
Then it started cutting out when going slow or coming to a stop.
Local garage got a 4560 code Rail pressure plausibilty delivery controlled.
They said it needed new sensor, £99+vat 2 hours labour £80 +VAT, when I rang to see if it was fixed, they said it still wasn't running right so would put fuel filter in £25+VAT. They rang back to say all sorted, I am now thinking all it need was an oil filter and I have been had for the sensor and an hours labour.
I have picked it up and it is running great now.
Is it possible that the fuel filter could have caused this code reading and the other conditions.
