Daylight Running Lights

I'm in Canada and I have a 2012 Cooper S with the standard halogen headlights. When the car is running with the headlight switch off, the headlights are on low beam, the running/fog lights are on as well as the back lights.
If I buy the LED daytime running lights do I have the option somehow to turn off the headlights and only use the LED daytime lights. Reason I'd like to get the headlights off is that with more powerful halogen bulbs I use the UV turns the plastic cover a yellow pretty quick along with the bulbs not lasting very long.
Do UK cars have all their lights go on as soon as the motor is on too ?

Discussion on American Mini forums suggest that the LED DRLs cannot be used in Canada - or at least they cannot be used as DRLs without headlights since Canadian Minis are programmed to always have their headlights on. It might be possible to overcome the programming if you access the ECU directly with NCS Expert, but I haven't seen anyone report success in doing this and it's getting into fairly serious modification territory - how much for a new ECU if the programming goes wrong?

As far as I know, Canada is the only place (apart from Sweden?) where headlights were compulsory - European Minis can choose via the stalk programming whether to use headlights as DRLs.

So to get this right: you want to disable the headlight from being on all the time, so the DRL's work as expected?
In any case this behaviour should be controllable with NCSExpert. The question is, whether it would be legal to do so...
Having seen the videos of the installations, the LEDs would probably be in the "driving mode" (semi-circle) all the time and never go into full-circle mode (when all other lights are off).
