United-States Rain Sensing Wipers

I was driving my MINI in one of the heaviest downpours that I have been in in quite a long time. I placed my wipers in the rain sensing position and they never would switch to the highest speed. Is this normal. When I slowed to a stop they would automatically switch to a slower speed. When I again returned to highway speed the wipers didn't seem to ever go much beyond the medium speed.
Has anyone else experienced a problem of this sort.
Please advise.

In rain sensing mode my wipers never go to the full speed, top setting pace.

Same, my wipers dont go to the full speed... maybe the testers thought that slow speed is fine? personally its a bit annoying but dont tend to have to worry about it much, although this is england.........

It seems to me the Rain Sensing position is equivalent to the old Intermittent position. As such, it is used when you need something less than full-on. When it's pouring hard, it's more appropriate to use one of the always-on positions.
