Weird sound from pulley'd MCS

i have had my alta pulley in my MCS since 10/31 and about 5000 miles. recently i have a funny sound. when i am idling i rev the engine (just moderately to 3500rpm) but when the engine winds down to 1000rpm i get a small motor sound, almost like a fan motor. I have not heard it before. Anyone have any ideas? its kinda freaking me out....

If anyone has any input, please let me know.
