Smile jcw whining noise at 2000 rpm

Hi all

We need some advice / help.

Our MIni JCW 2003 is making a whining noise at 2000 rpm.
The Noise goes away when rpm is lower and higher.

We have had the Power Steering Replaced recently and a main service recently but the noise is very obvious .

What's odd is that the whining noise is only at 2000 rpm but not higher or lower.

Also the car is making a "scratching" noise on start up - whats all that about ! ?

Any help would be great !
