Was told it covers first Inspection 2, 2nd brake fluid change, and the next oil service. Covers cost of all articles included in service manual as part of inspection 2, but not brake pads or discs or wiper blades, they are charged separately, even during the normal TLC package.
Says in service manual that at inspection 2 the poly V belt and spark plugs are changed and these are charged additionally, does the TLC XL not cover the cost of these items?
You don't say which MINI you have, but looking back through your old posts it look like you have an R53 Cooper S.
In that case you are covered for the services that occur at approximately:
10,000 / 25,000 / 40,000 / 55,000 and 70,000 miles up to 8 years.
You will also get brake the first and second brake fluid changes.
Only the very basic items, such as oil, filter, brake fluid and air filters are covered and if you get a nice dealer, they'll wash and vacuum your car too! Expect to pay for brake pads, clutches, exhausts, shock absorbers, tyres, wheel bearings, wiper blades and virtually anything else that you can think of. In reality, you'll be much better off getting any of these items changed elsewhere before putting it in for "service"
In addition, the air filter is changed under "TLC" at 55,000 miles, which is around 25-30,000 miles after it's finished its useful life and don't even get me started on leaving the oil and filter in place for 15,000 miles!
Your engine has no cam belt, it runs a cam chain which, in theory, should last the life of the motor. You'll have to pay when the supercharger drive belt dies though.

If you're planning on keeping the car it's defintely still worth it because it's still a lot cheaper than getting the two dealer services and the brake fluid change done and paying as you go.... A full BMW service history has got to be worth keeping up.
