I am going to get my Mini serviced for the first time, the dealer who sold it to me said some service history was missing though he had it confirmed from BMW that everything has been done by them and its up to date.
The dealer who will do my inspection 2 has never seen this car before, will they as a BMW dealership be able to supply full details as to where and when the car was serviced if it was done by authorised BMW dealers? Where is this centralised database stored? In the car itself or at BMW?...do they charge for this service?

I just phoned the local dealer and they looked it all up - they even rang me back as they were busy at the time I rang, so the call was on them! great.
it took them a few mins as they had to search the central database for chassis number (I only had the reg with me), but with that they could search for the history etc. hope this helps!
All service details are held by the key and are read by the device at the dealers service desk. The key also holds some extra info about the car and its condition at the time, not all the diagnostic and faults but quite a lot of useful stuff
Surely you would want the service book kept up to date - that, and receipts, are the first thing a potential purchaser will check when enquiring about service history.
True but as Goonerij said it is the first thing a potential buyer will check, whether they be a dealer (non mini) or private buyer will look at. Although you can make your own stamps, it is far harder to do that then forge one on your computer. Also the mileage may not even be recorded on the receipt...
