Is that rust?

Had mine up on ramps the other day and noticed that on a rear cross member the welds were going rusty.

Now whats the best way of dealing with this? Clean it off and use some sort of sealer? I was a little concerned in case it traps water inside the steelwork.

Any clues?

Its probably from driving through the long wet grass at the concept show.
