There are several wheel cleaners specifically for this purpose (removing brake dust from chrome wheels). Usually, they are in a spray bottle, you spray them on and hose them off. If there is heavy grime, you may need a second application or a small brush to work the cleaner into the crevasses. Make sure to get one for chrome, there are several for aluminum rims, etc.You don't want one that will stain the chrome. I have seen these at Auto parts stores here (Auto Zone, Pep Boys, Kragen, et al.)

I usually use the tar and bug cleaner to clean dead bugs on the front license plate. That stuffs can clean rims up very well. There are a lot of heavy duty rims cleaner out there. I think I got one of those Black Magic bottle, which I haven't used yet. I hose my rims with pressure wash at the end of each car wash and wipe them clean with paper towel. There has never been any need for anything beside tar cleaner to get road tars off the rims. I don't think brake dust stick that hard where a cleaner is needed. You probably got some road tar or something else, which can be cleaned easily with some rims cleaner. It's best to apply one light coat of the cleaning solution (a few spray) and hose the rims off after 10 minutes waiting. Then you can apply some cleaning solution on a towel and wipe each rims off by hand and hose off one last time. The dishwasher sponge is excellent at scrubbing out stubborn marks. I wouldn't use sandpaper or anything metal on rims or car. I know an idiot that use sand paper to clean his rims. The result was not cool at all.

I would suggest that after polishing your wheels, put a coat of wax (ie carnauba) on it (the same way that your would do so after polishing the paintwork of your car). Think of it as the clearcoat to your polishing job!! Then try the most neutral cleaner that you can find to use to clean your chrome wheels. In this case, I recommend that you use the same car wash soap that you use to wash your car's paintwork. What you do is that after washing your car, you should still have some car wash mixture left in your soap bucket. Instead of throwing it out, use it with the wash mitt that you use specifically for the wheels. Soap the wheels, then rinse. That should actually be enough to get the brake dust off the wheels!!! In the past, I have use a wheel cleaner, which I found just does not do the job, there's no such thing as a 100% no-touch solution to cleaning your wheels. They are also very expensive, and may damage your wheels. I have used Simple Green too, which is very effective, but I believe that it also strips wax, which would negate waxing your wheels to begin with. So IMHO using car wash soap is the gentlest (and most neutral) means of cleaning the wheels! You will notice the wheels get dirtier faster than the rest of the car. If I wash my MCS once a week, I end up washing the wheels twice during the same week!!! But it's worth it, clean shiny wheels help make the car look cleaner even when it's not
