Question Radiator Fan/Overheating (Bentley Service Manual owners especially welcome!)

It seems that my main radiator fan isn't running at all. I noticed the problem a couple months ago when I was sitting at idle for an extended period and the temp gauge went all the way up. It has done this a couple times since, only during extended idling. When I'm actually moving, the gauge never goes past normal, I guess due to the air flow. I've tried replacing the fan relay (not sure of the #, it's the green one closest to the back of the car under the hood) to no avail. I was told that my next attempt should be to replace the temperature sensor unit (TSU), which I have on order from the dealership. My questions are, first of all, does this sound right? And secondly, how do I get to the TSU? They gave me a little ambiguous diagram showing that it's in the passenger side fender well. Do I get to this from under the car or from the engine compartment? Do I need to remove the fender? Any help or other possible causes would be greatly appreciated.

I checked the fuse for the ps pump fan (5 amps) and it was blown. I've been reading some other threads on here, do I need to loosen my ps pump fan before I change the fuse? How do I go about doing this? Thanks.

Update: I went and got some fuses. I replaced it in the AutoZone parking lot and then made a stop at 7-Eleven and then home. It's a relatively short trip (about 3 miles), but the radiator fan did not come on. I had the defroster on the whole way. The temp gauge got up to halfway. The fuse that I replaced is not blown. Any suggestions?

No, I'm not still under warranty - Another update: I took off the ps pump fan and cleared it out (there was a rock jammed in there), then checked the fuse again (not blown), but it's still not working. Is there anything else I need to replace? Is there a chance that I shorted something out? What should my next step be?

FWIW (this probably already solved), I would be surprised this being a problem with the temp sensor, because the temp gauge is working fine and I wouldn't expect the car to have a separate sensor for the gauge and one for the fan. Correct me if I'm wrong.
