I can find no reference to an alarm system option on the MINIUSA web site. Does anyone know if there will be a factory option, or do you suppose they have left it to the dealers?

The alarm system is standard according to one of the spec I saw.

Yes, I believe it has an "immobilizer" system just like my S2000. It's a chip implanted in the key that you must have in order to start the car. The MINI also has the remote key fob thingie for the door and central locking as standard.
