I haven't got photo shop but I think this is a similar effect.

That looks more like a sort of blurry paint brush effect. Most photo applications will have the ability to create this effect though, just I have always used Photoshop.

They're photographs of real scenes/objects but edited in Photoshop (computer software) to attempt to make them look like "tilt-shift" photography (which uses a special lens to get that effect (and others) from the camera directly).
