Its only illegal if you watch is whilst moving. Front mounted DVD units have to have a connector in the handbrake system to de-activate them once the handbrake is released.
We fit them all the time here at work and have to wire in the cable to keep them legal.

I needed the Sat Nav so opted to pay the hefty MINI asking price...but £700 for the MINI tv tuner is very overpriced in my opinion.
I had an aftermarket Pioneer system in a E46 M3, which played dvd's whilst driving. As a coupe, although I as the driver didnt watch it, it allowed others in the car to watch it whilst driving.
To be honest, it's almost impossible to watch, let alone enjoy any form of television entertainment, whilst driving....unless your willing to crash your much loved MINI's....
So im not bothered if it works while driving or not...
