Xenon genuine part Retrofit

Last week I asked my local mini dealer (who im very good friend with after buying 3 from them), they quoted me £3,300! on a 07 dooper - approx 10 hours of labour, both light housings need to be replaced (400 each), the xenon bulbs (90 each), autolevellers (250 each i think), wiring loom had to be replaced too...

I have retrofitted heated seats and controls to my 07 clubman but cant find a dealer to reprogram my ecu to allow them to function.

In the USA you can get access via a programing tool to Mini and reprogram it yourself, but here in the UK even the dealers say it cant be done

Has there been any development on this since?
I am kind of hoping there would be an aftermarket wiring adapter... (like with some of the BMW's and Audi's)
