Reducer pulley??

My Cooper S just isn't performing as I envisaged? There seems to be no low rev ooomf??? Is this common...?
Secondly I have been told a good way to resolve this would be to reduce the pulley size, maybe 17%?
a..is this a good mod
b..is there a company near to Wales that could do this for me (not too expensively)
c..Would this cure/fix the low rev lack of power.

Many thanks in anticipation, this is my first post so please accept my niavety plus i'm not really a petrol head and I know nothing about cars, let alone Mini's, apart from owning 4 old Mini's and now my second R53...
