BMW will normally pay if your MINI is under 10 years old and reasonable mileage.
Your pump has failed for sure but BMW will insist on doing a diagnostic test before you get any 'goodwill' offer.
However if no luck with them then an independent garage can change the pump far cheaper than the high hourly rates charged by BMW main dealers.
PS Pump is available reconditioned for around £200 from BBA-Reman on ebay and a local garage will charge around 2 hours labour to fit, there is no reason to pay £700 for such a simple replacement job
