Question 2002 mini cooper whine and turn-off drone

Hi, Recently bought a 2002 Cooper, not the S, with 90k miles. Runs well and seems fine except for a whine at all times the engine is running - no groaning or grating - and when I switch off, there is a droning noise that runs down over about 5 seconds, like a fan running down. Having looked at youtube videos, I thought it was the steering pump fan but when I look underneath, there is no fan fitted - the pump is there to see and completely exposed. I can see the two fan mounting bolts, about 20mm long, but they don't look like they have had anything fixed to them recently or maybe ever.
The gearbox seems OK, apart from reverse gear which, about once every four attempts to use, is reluctant to engage.
From what I read, the whine might be a normal mini noise.
Does anyone know if all Coopers are supposed to have the fan fitted - and what else would account for the 5 second drone noise on switch off?

Its the steering pump and its normal, if you don't hear the whine whilst running, then you worry. You wont have a cooling fan as they were only fitted on R50's for warm climates, ie: Australia but if you have the two electrical plugs to connect to a fan, it wont harm to add one but if your climate is cool then I'd not worry to much. My new pump has 1500km on it and does exactly the same from day 1 fitted and the pump is a new OEM, not a rebuild.

As said above all quite normal for 2002 Cooper, the distinctive whine is part of the early Mini's character.
