Wales right front tyre making loud noise

I have a mini cooper s 53 plate. For the past few weeks I have noticed a loud sort of howling noise (like the wind howling if that makes sense) but only when I turn the wheel slightly to the right. Not on full lock. Any ideas what the issue could be?
I took it to my local tyre garage and they couldn't diagnose the problem, their guess was I may need a new wheel rack or electric steering. If any body has had the issue, or has a better idea of what is going on I'd be grateful for your opinions. Thank you.

It's very hard to tell from a description, but this would fit wheel bearing problems. If you can, jack up that corner of the car and try rocking the wheel (vertically and horizontally) to see if you can feel any free play.

Thank you. I am having the car checked on Tuesday. I'm hoping it's going to be the wheel bearing, and not the electric steering as that will cost a fortune!
