its actually called a protection plate, google "mini cooper brake protection plate" gives a bunch of hits. You can als go to realoem and get the part number and search on that.
You can either cut them off completely as you will struggle to get the screws out from the hub carrier. Or if you really want to have them then I'd suggest cutting the new ones down and welding them on to a good part of the old dust shield and before refitting the hub/ caliper etc give the shield a dam good coat of paint to protect it.
Read on MT that if you take them off there is a possibility that you could melt the ABS wiring. That may only be if you get the brakes proper hot, for example tracking.
I was in the same boat. Totally rusted to bits, maybe 50% of them missing, and the rest was rotten - 2008 with 80k. New 'protection plates' were about £26 each from the dealer. They were new panels, but the finish was poor. They had rough jagged edges and a very basic lick of paint. As I was considering taking the car off road to become a garage toy, I had the new ones stripped and powder coated before fitting.
You'll need the 4 screws on each side too to refit (few pounds only). If i recall they're a T25 or T30 head, but the hub gets in the way - you need to approach from a slight angle. I couldnt get at a couple of them straight on but drilling a small pilot hole down the centre and hammering in a T20 worked a treat. They werent seized by any means - just awkward to approach and looked fairly rough which always makes a DIYer nervous incase a small job spirals into a headache. New ones went in without issue. A torx bit in a ratchet spanner was best tool for it.
Have the part numbers in file if you need them.
