2 Big questions reguarding changing tires/Rims

I just got my snow tires off and my 16' xlites back on.. and i got a few questions
1)steering got ALOT heavier after my steel 15s are off.. is it suppose to be normal?
2)shifting before occured much smoother, but i tried to do the same timing of shifts after i mounted the 16s, but it gets shaky again every time... once again.. is this normal?
