It is an option pack, similar to the Sport Pack, but it is not available in the US.

www.mini.co.uk has details of the bits included in it - it differs on the Cooper and the Cooper S.

Chilli Pack is in UK only I think?
Its basically some option rolled in to this Package for abit Cheaper.

Alloys upgraded to 16's
Steering wheel changed to 3 Spoke Sports
Half Leather interior or reduced price on full leather
Fogs
Interiror light Package

Sports Seat
Floor Mats and a couple of other things I think

You have the Premium Package and the Cold Weather Package, thinks like that instead.
