Dad and brother are trying to figure this out, I’m coming to those who know… what’s happening here and why? Does this hose go somewhere?

The water in the tank boiling like mad and steam was coming out of that hose.
2005 R53, 2005 R53 lightweight, 2008 R55S, 2012 R58 FJCW, 2014 R60SD All4, 1996 Mini Cooper 35SE.
