yes it will effect sparks on plugs oil has a resistance and also can conduct electricity etc also if rocker cover leaking will also effect the mixtures ie make it run lean and lumpy running etc, the whole system is part of pcv and must be sealed no air leaks its common to smoke test the engine and pcv for air leaks is best way to find them all

As says above, leaking rocker cover gaskets as theres lots of oil round plug wells, could this be causing the starting issues?
