LED headlights

Can anyone help, imported my daughters 2019 Mini Cooper from Australia. Importer has stated that the car requires headlight power washers fitted before it will pass it's IVA test. Looking to find out how 'strong' the lights are as I have never come across this situation. Feel the importer is holding us to hostage! Thanks
