If I get the 15% Alta pulley installed, does the OBC need to be reprogramed for it?

Any aftermarket modification could be cause for denying a warranty claim if the dealer can link it to the cause of a failed part. For example, if you install a reduction pulley and your supercharger fails, it will not be covered under warranty. However, since the JCW Kit uses a reduction pulley there's not much chance of this happening.
As for ECU remaps, there are lots of choices ... AmD, Evotech, GIAC, MTH, Powerchip, Shark, Unichip. MTH seems to be the current rage as it is the cheapest:
