R56 2007 emissions differences?

I’ve had a couple of r56 2007 Mini Cooper S now, but I’m wondering if anyone can tell me why my first one (registered in 09/2007) has lower fuel emissions than my other one (07/2007). Obviously they must have made improvements in accordance with the emission laws, but I was surprised to see such a change in a few months of the same year. Btw I think the older one is 167 and the latter 147, but a difference of about £50 in road tax.

Not sure, but I the lower emission one was a 57 plate and the higher emission one is an 07 plate. Must be something like that, unless they made minor changes to the cat converter.
In the US they did change something in the emissions halfway through 2007. I would suspect it could be for the stop/start
