Removing paint from the bumper ...

Someone with a black car managed to rub my rear bumper leaving his paint on it (see attached pic).

It seems to be coming off if I gently scrape it, but wanted to know what would you recommend as a cleaner / paint remover to do this ... of course without damaging my finish.

I would try some tar remover. Personally, would use Autoglym Intensive tar remover.
If that doesnt work, possibly a regular t-cut (mild)
I'm sure there's some scratches anyway, grab a tube of scratch-x and it should remove everything.

Thanks, Scratch-x will remove the black paint and the scratches then? Or do I need to use something to remove the black stuff first?
You could try getting it off with a paper towel and soap if you want. Then go over with scratchx.
finally sorted this out. a little 3M fine rubbing compund and a cloth ... all gone in 2 minutes. looked pretty permanent initially so was worried.
